LO QUE NOS ENSEÑAN LAS PROTESTA EN IRAN

Podemos, los cubanos extraer importantes enseñanzas de las protestas y del sentido de estas que se está produciendo en Irán, para cotejarlas con la realidad cubana. Tomo a colación, un reporte de la agencia EFE que trata sobre las actuales protestas iraníes, presentado bajo el titular “Protestas en Irán: ¿estamos ante una nueva revolución?

En este artículo que firma Jaime León, el reportero toma como base para sus conclusiones los recuerdos del periodista polaco Ryszard Kapucinski quien en 1979 se encontraba en Irán y fuera testigo de los acontecimientos de la revolución popular que derrocara el gobierno del último sah de Persia, Mohamad Reza Pahlavi.

Kapucinski en su libro “El Sha o la desmesura del poder”, escribió que aquella revolución comenzó cuando un hombre dejó de tener miedo frente a un policía que le encaraba a gritos, el hombre, participante en una protesta ocurrida la ciudad santa de Qom, se mantuvo impávido frente a los gritos del policía mirándole de manera desafiante a los ojos: “No sabemos si el policía y el hombre de la multitud se han dado cuenta de lo que acaba de ocurrir. De que el hombre de la multitud ha dejado de tener miedo y de que esto es el principio de una revolución”, así reproduce León las palabras de Kapucinski.

Anotemos, la revolución iraní, en 1979 comenzó cuando se perdió el miedo; ¿Acaso eso mismo no se está presentando en Cuba, la pérdida del miedo? Muchos cubanos protestan y como el hombre de Kapucinski, retan a los policías y no se retiran. Kapucinski recuerda que durante las manifestaciones iraníes de 1979 la multitud coreaba, “el sah debe marcharse” y “muerte al sah”; lo mismo resuena ahora cuando se grita en las calles “muerte al dictador” en referencia al líder supremo Ali Jameneí; ¿Acaso estos gritos no tienen la misma semejanza con los clamores de las protestas cubanas de “Díaz Canel, singao”?

En Irán la consigna del momento es la de “mujer, vida libertad” que parece como el eco de la consigna sencilla que se gritó en las manifestaciones del 11 de julio, “Patria y Vida”. Ciertamente existen similitudes entre los reclamos iraníes y los de los cubanos que protestan y exigen.

Kapucinski, como lo reporta EFE, presenció en aquel entonces de 1979, “una anchísima y agitada marea humana, que no tiene fin y que fluye por la calle principal desde la madrugada hasta la noche” de gente protestando. Y acota León que ahora, en Irán, “no hay ‘mareas humanas’, muy lejos de ello”. Las protestas han ido evolucionando, hace notar León, ahora se centran más en pequeñas concentraciones, esporádicas y dispersas. ¿No es esto lo mismo que ocurre en Cuba? Durante las protestas sindicales y protestas populares que se lanzaron en 1933 contra el gobierno autoritario del presidente Gerardo Machado se produjeron unas verdaderas marejadas de protestas. Esto, hasta ahora, tal como las protestas de Irán en 1979, en Cuba, no representa “una anchísima y agitada marejada humana”.

Constata León que solo una pequeña parte de la población se ha sumado a las protestas, sobre todo adolescentes y universitarios. ¡Sobre todo adolescentes y universitarios! En Cuba, durante las protestas actuales y las del 11 de julio, todas de carácter espontáneo, contaron entre sus manifestantes a muchos adolescentes, pero el reclamo no ha llegado a las universidades ni a los centros de enseñanza secundaria, estudiantes y universitarios no han marcado pauta dentro de las protestas; y esto es algo imprescindible que hay que lograr.

León hace la siguiente observación: “En algunas zonas de protestas de Teherán, los conductores hacen sonar sus cláxones en una muestra de apoyo a los jóvenes, pero no se bajan de los coches porque no todo el mundo ha perdido el miedo”. En las últimas protestas ocurridas actualmente en Cuba se han producido cacerolazos; pero no todos las han secundado, “porque no todo el mundo ha perdido el miedo”. En Irán las llamadas a las huelgas no han tenido mucho efecto. En Cuba ni siquiera esto se ha producido. No ha habido una respuesta obrera, tampoco se ha llamado a los trabajadores para que se declaren en huelga en reclamo de sus derechos.

¿Se está produciendo una revolución en Irán o en Cuba? La respuesta es un simple no. Faltan elementos claves para generar un estado de revolución; entre ellos el más importante, la carencia de liderazgo, la aparición de un líder como fuera el ayatola Jomeini, uno como lo describe Kapucinski, con un “inquebrantable rostro de un hombre de gran determinación, de voluntad implacable y contundente que no conoce la vuelta atrás y, tal vez, ni siquiera la vacilación”. Pero tampoco se cuenta, ni en Irán ni en Cuba, con el liderazgo de una organización que encauce el enfado de los jóvenes, de los obreros, de los campesinos y del pueblo en general que quieren libertades.  Sin un liderazgo de conducción, no hay revolución, solo protestas que, a la larga, no representan una amenaza existencial para la dictadura cubana.

León cierra su artículo con lo expresado por una joven iraní: “Esto no es aún una revolución, pero podría ser la semilla de una revolución”. Es la semilla de la revolución, pero toda semilla para que germine requiere de cuidados, requiere de un cultivador que la nutra y cuide.

El desespero de Putin

En la guerra no se puede actuar por impulsos emocionales. Se requiere alcanzar objetivos que debiliten al enemigo sin sacrificar potencia propia. No se puede perder la ecuanimidad, y esto es lo que le está ocurriendo ahora mismo al dictador ruso, Vladimir Putin. Está desesperado, no logra hacer avanzar su “operación militar especial” en Ucrania, Se van acumulando reveces a las fuerzas rusas, los ucranios continúan su contraofensiva en el Donbás. Los armamentos aliados han fortalecido la capacidad ofensiva-defensiva de Ucrania.

Putin ordena una movilización parcial de hombres para la guerra. Corre ansioso para mostrarse “vencedor” y organiza un referendo de anexión a punta de fusil en las provincias ocupadas, un referendo que ni él mismo se lo cree.

Los partisanos ucranios acosan en las zonas ocupadas, atentados y sabotajes. Nada está seguro para los rusos. Le lanza a la alianza atlántica la bravuconada de recurrir al armamento atómico. Unos lo ponen en duda; Biden, en cambio lo toma en serio y advierte a Putin que si Rusia emplea armas tácticas atómicas en Ucrania recibirá una fuerte represalia. Hace bien, pero haría mejor, no aflojar la mano y decidirse a dotar a Ucrania con una poderosa fuerza aérea, con lanzadores de misiles poderosos y tanques de guerra muchos tanques de guerra, para fortalecer el potencial ofensivo del ejército ucraniano.

Un colosal golpe a su ego lo sufre Putin con la explosión de su querido puente que enlaza Rusia con la península de Crimea. No lo soporta, no le importa si fue un hecho casual, o si fue Ucrania quien tuvo la iniciativa, prefiere acusar a Ucrania de “terrorista”, sin embargo, si la acción fue conducida por los servicios de inteligencia ucranianos, justificada está, sería la respuesta legítima de un país agredido contra los medios del invasor. Se enfurece Putin y comienza a desperdiciar misiles lanzándolos sobre objetivos, principalmente civiles, en Kiev y en otras ciudades de Ucrania.

Hacen daño esos misiles, acto criminal contrario a las leyes sobre la guerra, pero no afectan en mucho a la capacidad militar ucraniana y enardece más a los ucranios para enfrentarse al Atila ruso que, con sus caballos coheteriles pretende no hacer crecer la hierba en suelo ucraniano. Es la desesperada respuesta de quien sabe que está perdiendo la partida. Palos a ciegas que pueden volverse en contra suya. Putin con ese volar de buitres de acero sobre cielos ucranianos está de hecho, reconociendo su derrota.

The entire Castro period, that between the first of January 1959 and July 31, 2006, was represented in the figure of the commander in chief, the maximum leader of the "revolution", of Fidel Castro, a charismatic orator and expert political agitator, who knew how to capture the almost religious enthusiasm of the crowds. Energetic, virile, he was the champion of all campaigns. His government was made in his image, in his likeness it was made. Fidel Castro was the revolution; it was the party, it was the very embodiment of the homeland, and even "Martian offspring", because what Martí promised, "Fidel fulfilled it for you". His power resided, not only in his rebel army, but in the power of the masses.

The masses fervently acclaimed him to the cry of Fidel, Fidel! that resounded like the Nazi salute of Sieg Heil or the spontaneous cry of "Fidel, tell us what else we have to do!"; but time is relentless, and myths, for being what they are, lie fade with the passing of the years. Aged and sick, he ceased to be the manly image of the revolution, and the enthusiasm cooled... Then came the brother, Raul Castro, without the characters that adorned the older brother. He could mobilize crowds, but only under peremptory compromises, but he did not drag masses... Castroism is dead, now there is only what Fidel left in his path through life, an intolerant regime, unable to achieve progress, stuck in the past, retrograde and repressive, a totalitarian state.

The new figures do not have the magic of the precursor. They lack the fascinating charm of the charismatic gift. There is no longer emotion among the masses, only reluctance, tiredness and apathy. The regime that controls the Communist Party today is just the fossil of what it once was. It only takes one bolt for his skeleton to disarm; and that push can only be made possible when the internal opposition generates a nonviolent resistance movement capable of shaking what may remain of Castroism.

In order to develop a resistance movement using the methods of nonviolent struggle, it is necessary to form, previously, an organized operational body adjusted to the principles of the decentralization of tasks and horizontal leadership. This topic I deal with in Block IX in an attempt to lay out a theory about the organization of the nonviolent resistance movement.

The strategic nonviolent struggle requires organization, systematic work of proselytism, commitment, conviction; a deep analysis is required on which are the weak points of the opponent, which are those of the resistance movement; to, on the basis of these conditions, elaborate a draft strategy of flexible and readjustable action at each stage of the confrontation, an issue that I deal with in blocks XI and XII; it is required that there be a horizontal leadership, based on the creation of special structures or sections with broad autonomy of decision, so that the repressive organs of the dictatorship cannot have a clear idea of who are the drivers of nonviolent resistance,

An important issue within all the paraphernalia of nonviolent civil resistance is the role that the Cuban exile should assume in terms of supporting internal resistance. I develop this theme in block VI; in this highlighting as a priority requirement, the disengagement, of the exile and its organizations, from the internal politics of the United States. To break definitively with all kinds of Platista manifestation, that is, to believe that all the great solutions for Cuba must necessarily come from the hand of a US government, Republican or Democrat. The exile, the entire Cuban diaspora of emigrants and political exiles, must reach a political and democratic culture so as not to allow itself to be manipulated by opportunist leaders.

A detail that must be taken into consideration: the methods for the realization of the nonviolent struggle are not precisely recipes that can or should be taken, without considerations about the particularities of each country. You cannot fall into the mechanics of manuals; one must be objective and conditioned to factual reality; or as some authors have proposed, rationality, originality and creativity.

It should be noted that gene Sharp's scientific contributions on the nonviolent struggle are based on the experiences of civic struggles without the use of violence carried out since the last twentieth century, in both democratic societies (United States, struggle for Civil Rights), as well as authoritarian, autocratic regimes (Serbia, the opposition movement promoted by Otpor) and military dictatorships,  where there is a civil society with a certain degree of political action, opposition parties and news media, although they are often subjected to official censorship. In Cuba, a totalitarian dictatorship rules. There is little experience of nonviolent civil resistance struggle in regimes of totalitarian dictatorships. The fall of the camp of real socialism was due more to specific political conditions, such as the thawing of criticism of Stalinism, after the Twentieth Congress of CPSU, and the emergence of the policy of perestroika and glasnost in the now defunct Soviet Union.

In the Cuban case, the opposition movement must face a closed and intransigent totalitarian regime, which, with the imposition of a single ideology, destroys the limits that, as Hannah Arendt believes, separate the space of the private from that of the public, and before any hint of dissent immediately resorts to repressive practices. For this reason, I have adapted, as far as possible, the considerations and proposals of Gene Sharp to the characteristics of the bureaucratic-militarist regime that, under the dictates of the only recognized political party, the Communist Party of Cuba (PCC) prevails in Cuba.

Civil resistance based on the principles of strategic nonviolent struggle can bring about the downfall of both a government and a political system; provided that the appropriate methodology of this form of struggle is put into practice. First, organization, leaving nothing to spontaneity. The apparent spontaneity that, at any given moment, may occur within a protest demonstration, with positive results, is due to a meticulous prior preparation. More than enthusiasm, it requires careful calculation, training, discipline and clarity of objectives to achieve. The mobilizations of protests initiated in Nicaragua, on April 18 and 19, 2018, in rejection of the Ortega-Murillo dictatorship, leaving a trail of 481 dead, 3,962 injured and 1,215 arbitrary detentions, constitute a clear experience of the non-observance of the guidelines listed above of careful calculation, training, discipline and clarity of objectives to be achieved. 

Cuba is subject to the power of a totalitarian state, based on the hegemony of a single legal political party, and on the prohibition and criminalization of any dissenting opinion or that might seem so. When launching a movement of nonviolent struggle aimed at the rescue of democracy, it is necessary to consider the reality of totalitarianism and thus be able to adapt the methods proposed for the impulse of a nonviolent struggle movement, without falling into manualism. It is required to apply all the scientifically proven methodology of nonviolence to these conditions.

The enemy that must be defeated is not an incompetent and dictatorial government, but the system, the political regime imposed by the Communist Party of Cuba (PCC).

When considering the sources of power of a Totalitarian State, along with the six defined by Gener Sharp, Authority, Human Resources, Intangible Factors, Skills and Knowledge, Material Resources, and Sanctions, the source of power that determines the fundamental characteristic of the monolithic power of totalitarianism, the Political Hegemony, should be included. ; that is, the predominance of a political party placed above the State and Society, such as the Italian Fascist Party, the National Socialist Party of Germany and, in Cuba, the Communist Party (PCC) In block XIII I make a brief analysis by which I try to define this concept.

This monograph is not intended to set standards in opposition work in Cuba; its purpose is to provide criteria that, in some way, could serve as a basis for organizing a true nonviolent resistance movement in Cuba.

 In 2003, Castro, eager to liquidate the opposition movement that was growing in size, launched repression against the opposition and independent journalism, imprisoning 75 opponents and independent journalists. The caviar left and the banana left were silent.

From this raid, a group of women, wives and daughters of those convicted during the Black Spring process, began to gather for the demand for the release of political prisoners. Always dressed in white and carrying flowers in their parades, they became known as the Ladies in White, a remnant of the organization of Mothers and Grandmothers of the Plaza de Mayo, during the military dictatorship in Argentina.

After that year of 2003, and as a result of the repression ordered by the head of the government and the official party, Fidel Castro, enthusiasm began to decline among the opposition. With the arrival of Raúl Castro to the government of Cuba, replacing Fidel Castro due to illness, some timid reforms were made, among them, allowing Cuban citizens to buy a mobile phone line; the free access of Cubans to hotels; the sale of houses and vehicles among Cubans and; above all,  the concession to travel freely abroad, with the elimination of the so-called "carte blanche" granted by the State to be able to travel abroad.

This moment was taken advantage of by the ultra-right organizations of exile, to, through a policy of clientelism, encourage certain and chosen leaders of opposition groups to travel to the United States and other countries and, in this way, affirm their control over internal dissent. 

The opposition, which declared itself "peaceful opposition", began to transform itself into a "passive opposition", without a determined will to launch the political challenge to the regime and to promote an intelligent work of proselytism within the popular masses, and only return to the outside and to the claim, in international forums, to receive support for its projects and platforms,  totally unknown in Cuba. The internal opposition languished, all hopes were placed in the actions that the US government, especially the Republican administrations, could exercise against the regime imposed in Cuba.

Barack Obama tried unsuccessfully to nail a pike in Flanders, however, the tiny sector of the internal opposition, closely linked to the Republicans of the United States by their close dependence on exile organizations, attacked the Obamist attempt.  With the arrival of Donald Trump, opposition groups were more linked, with honorable exceptions, to pro-Trump Cuban exile organizations. A bid for the digital space of the internet began; with calls and proposals, from that digital space, to motivate an imaginary rebellion inside the island that never became a reality.

Nothing was achieved. The work of political proselytism was set aside, without concrete options in favor of a strategic activism of nonviolent struggle to unleash a civil war without recourse to arms, but adjusted to the nonviolent means, of reason and justice.

However, it is necessary to characterize the type of totalitarian regime existing in Cuba that, in recent times, has become one of a hybrid nature: the fascio-Stalinist system, confirmed in 2003 and reaffirmed in 2021 with the repression and prison sentence of hundreds of the participants in the demonstrations of July 11,  and the promoters of the civic march of November 15.

Since 1959, transformations have taken place within the structures of power over several stages. First: 1959 – 1961, the failed attempt to form a Corporate State ─ under the guise of a liberal democratic government ─, inspired by the fascist doctrine of José Antonio Primo Rivera and Benito Mussolini, characterized by a growth of populism and the nationalist exaltation of a late fascist system of left tendency. Second: 1961 – 1962, alliance with the USSR and the declaration of the "socialist" character of the regime. Third: 1962 – 1968, cooling of political relations with the USSR, following the events of the Missile Crisis. Fourth: Total submission to Soviet imperialism since the recognition of the "Brezhnev doctrine" in 1968; its consolidation in 1974 after the visit to Cuba of Leonid Brezhnev; its development from the first congress of the Communist Party of Cuba (1975) and the promulgation of the Political Constitution of the State, elaborated by the Soviet Constitution (1976), to conclude in 1990. Fifth. Reordering of the totalitarian regime, and its return to the basic principles of late fascism. Validity of the Penal Code with a marked fascist accent, since 1989. Purge within the Ministry of the Interior in 1989, after the trial of General Arnaldo Ochoa and Tony de la Guardia. Creation of instruments of repression in the style of the German SA, such as the so-called Rapid Response Brigades in 1991. Massacre of the tugboat Trece de Marzo (1994). Repression against the attempted coalition of the internal opposition, Cuban Council and the downing of two unarmed planes of Brothers to the Rescue over international waters (1996). Enactment of Law 88 on the Protection of the National Independence and Economy of Cuba in 1999.

The current political situation in Cuba raises the need for a reconditioning of the dissident/opposition sectors of the country. It requires that the opposition decide to launch a political challenge, as a process of "conflict resolution", and, above all, of an acute conflict between the principles of democracy and the hegemonic power of the party and the totalitarian state; a conflict that, at present, cannot be resolved by way of compromise or reformism, but through civil and political confrontation.

It is from 1973 that the sociological theories of nonviolent struggle begin to take shape, with the publication of Gene Sharp's book. The Politics of Nonviolent Action and, subsequently, in 1993 with the publication of the book by the same author.  From Dictatorship to Democracy. A conceptual Framework for Liberation. Two important texts for the elaboration of a resistance movement of strategic nonviolent struggle, which did not become known by the main drivers of the peaceful civic struggle of the Cuban dissidence.

Some of us in exile began to worry about the little activity in Cuba that was being promoted by opposition groups controlled by radical right-wing exile organizations. Something had to be done, to cut off the pernicious influence of the "patriotic grants". We received inspiration from the works of Gene Sharp, and Srdja Popovic's contributions  on nonviolent resistance. It was necessary to arm the opposition groups with that theory, without pretending to set a pattern for them. From here came the idea of this work, which we had already exposed to several friends, some of whom recommended that it would be a good idea to publish this that, provisionally, we had called "Commenting on the resistance in Cuba", and reproduced on Facebook, a set of comments that was weaving in steps, partly about our experiences in the dissident movement and what we were learning from Gene Sharp in his From the Dictatorship to the Democracy, but without much deepening,

The first attempt was the publication, with some editing errors, of a 79-page booklet. in size of 7 x 10 inches, in Amazon's Kindle editions. Some who had read the booklet in its electronic edition were interested in its contents. I considered then that I should publish a new expanded edition, with new chapters and already more focused on the theories of Geme Sharp. In that edition I made a thorough revision of the original text, to include new experiences and to specify more clearly some of the concepts that had been treated superficially. In this new volume I try to highlight a basic element, that the actions of strategic nonviolent struggle represent an antagonism of the democratic opposition against the totalitarian regime, which cannot be left to the enthusiasm of a moment, nor to improvisations.

However, on July 11, 2021, shortly after having published the second edition of Cuba-Nonviolent Resistance, in Cuba, a country that seems to be frozen in the ice of the Cold War, where nothing flows and nothing changes, a phenomenon occurred that, due to its scope and magnitude, was unusual. Hundreds and hundreds of Cubans took to the streets in numerous cities and provinces to express their discontent with the government headed by the Communist Party, in massive and simultaneous demonstrations of popular protests, The world was amazed by those demonstrations that meant the cessation of widespread fear, before the power of a regime centered and closed in on itself,  structured within the narrow frameworks of a one-party and totalitarian system.

These events presented me with new considerations with the contribution of the experiences drawn from the events of July 11 and the subsequent ones of November 15, the failed attempt to promote a civic march in favor of changes.  I considered that I should expand more in the theory of pragmatic nonviolent struggle, with new considerations and adapting them to the characteristics of Cuba,

This new edition, inspired by Gene Sharp's theories of nonviolent resistance, does not intend to set guidelines in opposition work in Cuba; its purpose is to provide criteria and serve as a basis for a deep debate on the procedures, methods and tactics of the nonviolent struggle aimed at the organization of a resistance movement capable of provoking the fall of the totalitarian regime and raising the foundations of a democratic and participatory Republic.

I recognize that some of the themes exposed in this book can be considered controversial, such as block VI referring to the role of exile in nonviolent resistance; block VII on "Plattism"; and block XVIII on the experiences of 11 J; and, not necessarily accepted by some opponents; but I consider that controversy and debate are the basic foundations of democracy.

I have organized the whole exposition of the themes, not in chapters, but in a structure of blocks, because each theme, in them, are like the exposition of a summarized thesis work. 


Preface to Cuba-Nonviolent Resistance I

Popular resistance to the regime imposed in Cuba has been present, both in a disguised and open way, mainly since 1968 – when Fidel Castro launched his catastrophic "Revolutionary Offensive" and bowed to the Soviet Union and blessed the Brezhnev doctrine that crushed the Prague Spring. In subtle ways many, acting in isolation, have expressed their discontent with the system that Castro promoted, from the very moment he took political power of the Nation, refusing to be part of the satellite mass organizations of the Communist Party, refusing to participate in the campaigns of "voluntary" work, which the government massively organized or not participating in the parades and public concentrations that the Communist Party convenes in support of its dictates.

The violent resistance of the years of the 60s, left a long trail of terror, drowning in blood the guerrilla attempt to confront Castroism. Many of those fighters – defamed by the pro-government media as bandits and mercenaries, and as perpetrators of the most heinous murders of civilians – came from the same ranks of rebels who had stood up to the dictatorship of Fulgencio Batista. Trapped within the Cold War trap they sought support in the United States. In keeping with its geopolitical interests, the United States, through operations of the Central Intelligence Agency, began to supply weapons to the Escambray guerrillas. They were disposable but valuable elements within the plans that the CIA elaborated. That self-serving American support suited Castro's propaganda to discredit the libertarian movement; an insurrectionary movement that would be liquidated, in the military sieges, in the firing squad walls, in the prisons, in exile, and buried almost in oblivion by a powerful army that, armed and trained by the Soviet Union, surpassed it in number and troops.

Ostensibly opposing the government was and is, placing oneself on the margins, in internal ostracism, in disqualification as a person, and even repressed by the police and sentenced to prison by courts biased with the spheres of power and without respect for procedural guarantees.

The assault on the Embassy of Peru in 1980 by a large number of citizens, then represented the most definite expression of the discontent of the population; as well as now the spontaneous demonstrations of July 11, 2021 have expressed it.

In 1988, a new way of resisting the Communist Party-controlled government began in Cuba; the civilist resistance of the defense of the Universal Declaration of Human Rights, and under the inspiration of the reform processes, which appeared in the Soviet Union with Perestroika and Glasnost. 

Acts of civil disobedience were then undertaken by the Cuban Committee for Human Rights; by the Party for Human Rights of Cuba, both founded by Ricardo Bofill; by the Asociación Pro Arte Libre (APAL); by the Cuban Commission for Human Rights and National Reconciliation (CCDHRN) of Elizardo Sánchez Santa Cruz; by Friends of Perestroika by Félix Fleitas and by other small dissident organizations. They did not intend to overthrow the Castro government; they did not aspire to take political power; they manifested themselves as reformers, but that did not prevent the repression from leading to imprisonment and exile to many of their main activists, presented as retrograde and counterrevolutionary elements, in alliance with the interests of the always mythological "Yankee imperialism".

Despite the repressive acts, discontent grew and a large number of tiny dissident organizations emerged from 1991 onwards, defining themselves as "peaceful opponents". In 1996 a new challenge was posed to the Communist Party with the emergence of independent journalism or alternative journalism to the official one, which became a discordant voice with official discourse and propaganda. 

In a new attempt at a political challenge, in 1996, the groups of internal dissidence agreed on a pact of unitary collaboration within the structures of a mega organization of unity and consensus, the Cuban Council, a kind of independent Parliament in front of the National Assembly of People's Power.  State Security introduced agents into the structures of the opposition coalition to undermine it from within. With the arrest of its main promoters Leonel Morejón Almagro and Lázaro González Valdés, and the government's declaration that the Council conference, scheduled for February 24, 1996, was "organized, planned, sponsored and financed by the government of the United States", the Government prohibited the meeting of opponents. As for this and under the pressure of the repressive organs, the deputy delegate of the Cuban Council who was free, Héctor Palacio Ruiz, declared the suspension of the activities of that unitary movement until a new "propitious moment".

Opposition groups continued to grow, many under the strong inspiration, by and under the control of Cuban exile organizations, and, specifically, of the Cuban-American National Foundation with a marked tendency to right-wing radicalism. 

A strong activism promoted the reformist project of Oswaldo Payá ─ known as the Varela Project ─, managing to capture the support of more than ten thousand signatures, to be presented, under the supposed "legal loopholes" present in the totalitarian Constitution of 1976, to the consideration of the Council of State, the highest organ of the one-party National Assembly of People's Power.

In all this time the opposition groups failed to present a powerful front of civil resistance. The syndrome of paranoia, present within each group, made them see infiltrators of state security everywhere, stopped any attempt at unity or strategic concertation.

Projects and proposals were elaborated looking for a media effect abroad, while within the country they remained in a total ignorance. There was no adequate methodology for the development of a well-implemented line of conflict resolution.


EL PUEBLO… ¡UNIDO! JAMAS SERA VENCIDO

Ya está en los medios la noticia, en Bejucal, en la noche de ayer, lunes, hubo una manifestación de protesta, y ensordecedores cacerolazos llegaron “hasta la sede del Partido Comunista de Cuba (PCC)” en ese municipio, que siempre formó parte de la provincia de La Habana, pero ahora integrado a una provincia artificial de nombre Mayabeque. Allí se escuchó el reclamo popular de total rechazo a los burócratas del gobierno del PCC: “¡Qué se vayan!” y “¡Libertad!”, coreaban.

En Caibarién, ciudad de la que fue provincia de Las Villas, algo similar ocurrió; ¡más protestas! Se suspendió el servicio eléctrico, pero la multitud se mantenía firme, y allí se gritó la misma consigna que en otras latitudes se ha expresado con fuerza: “El pueblo unido, jamás será vencido”. Una gran verdad, perentoria y precisa se encierra en esta consigna, la que establece como condición sine qua non la unidad; la unidad de todo el pueblo. Sin la unidad de acción todo esfuerzo resulta baldío.

Unidad significa voluntad de acción conjunta y liderazgo. En un grupo, en una multitud que, de manera espontánea o concertados entre sí, sale a las calles a proclamar un reclamo o a expresar un rechazo, ciertamente existe voluntad de acción conjunta y existe liderazgo, pero de manera difusa; por tanto, ese acto luego se acalla, se disuelve; porque falta un principio básico, organización; falta la elaboración de un proyecto impulsado por una organización que defina objetivos y métodos de acción, que conduzca y guíe la voluntad de acción con un propósito definido y contumaz, capaz de desafiar prohibiciones, redadas y represiones. Se trata de la unidad firme, constante, bajo un principio de disciplina consciente. De este modo, la consigna puede replantearse de la siguiente manera: “El pueblo (organizado) y unido, jamás será vencido”. He aquí donde la disidencia cubana ha fallado, en su incapacidad o descuido de no encontrar el método adecuado para incorporar a los descontentos en una organización de acción siguiendo todo un plan de objetivos estratégicos y pragmáticos.

Mientras esta condición de organización-voluntad de acción-estrategia, no se cumpla, el pueblo sí, puede ser vencido. Una guerra se gana con voluntad de vencer, con adiestramiento de las fuerzas humanas y con una acertada estrategia, todo, dentro de una organización militar que dirija el conflicto. Sirve esto mismo para toda lucha de carácter político. Organización, objetivos, planes estratégicos. tácticas operativas y movilización de las masas, he aquí la fórmula para que la acción popular resulte efectiva.

LO QUE DEBIERA HACER EL EXILIO DEMOCRATICO CUBANO

Existe en Estados Unidos un sector no democrático del exilio cubano, adherido fuertemente a la derecha populista o, para mejor decir, a la ultraderecha, que está muy organizado y cuenta con abundantes recursos financieros y mediáticos. Un sector, totalmente reaccionario, que trata de controlar a todo el movimiento opositor al interior de Cuba. Un sector revanchista muy próximo a los remanentes del batistato y asociado a la ultraderecha republicana, y al caudillo Donald Trump.

Organizaciones poderosas como el Directorio Democrático de Cuba y su anexo la Asamblea de la Resistencia Cubana, han sido una verdadera retranca al esfuerzo unitario que en Cuba pudiera propiciar el desarrollo de un firme movimiento de resistencia popular en contra del régimen dictatorial del PCC. Parasitarios de los grant federales, no han instrumentado una política inteligente de lucha cívica capaz de estimular al pueblo cubano a enfrentarse al oprobio de las seis décadas de tiranía. Lo político no les interesa para nada, solo lucir el plante y adelantar egoístas agendas politiqueras.

Cuba no puede esperar más; y Cuba nada puede esperar de organizaciones que se prestan para firmar documentos que, se promocionan como democráticos, surgidos del basurero ideológico del partido de la ultraderecha española de estirpe franquista Vox, dirigido por el supraderechista Santiago Abascal, y avalados con la firma de la fascistoide dirigente de Fratelli Italia, Georgia Meloni.

Cuba requiere que la disidencia, si se quiere, la oposición, se proponga un encuentro unido de derechas, centro e izquierdas definidamente democráticas, capaces de conducir las ansias de libertad y de patria y vida de los cubanos.

Ebulle el descontento en Cuba; las masas humildes del pueblo generaron, de por sí, las manifestaciones del 11 de julio de 2021, y las numerosas protestas exigiendo cambios que, al calor de los apagones, se presentan en muchos poblados cubanos, de manera espontánea, sin organización y sin proyecto de Nación.

Cuba requiere restaurar la República, unitaria y democrática donde haya espacio de oportunidades para todos los cubanos. Cuba no puede esperar que una dictadura, supuestamente de extrema izquierda, sea sustituida por otra dictadura, definidamente de extrema derecha. Cuba no lo merece. Cuba no necesita de los pueriles y mediocres “líderes” del exilio cubano. Cuba necesita liderazgo, uno que tenga carácter horizontal, que anime y sea ejemplo, que tenga como única premisa el rescate de la democracia, de una Democracia, con mayúsculas, no de una democracia a medias, sino una que no sea favorable solo para un determinado sector de la sociedad.

Cuba merece la entrega de todas las voluntades de sus hijos, al interior como en el exilio. El exilio democrático no puede mantenerse en el ostracismo político, en el silencio cómplice, en el quietismo; tiene que asumir su propia personalidad política y jurídica. Se requiere una nueva organización de exiliados cubanos que abarque a toda la diáspora cubana sin compromisos ni adherencia a cualquier partido político de Estados Unidos; comprometido solo con Cuba, con una visión democrática sobre la lucha por la democracia en Cuba.

Una organización del exilio cubano, que, como propuse en el libro Cuba-Resistencia no violenta, “debiera dar los pasos necesarios y adecuados para constituir un Comité Coordinador de Apoyo a la Resistencia Interna o un organismo similar, sin ánimos de influir en las decisiones que el movimiento de resistencia noviolenta dentro de Cuba impulse o ejecute. Un comité de apoyo, no de dirección, donde se integren todas las organizaciones de exiliados sin exclusión por colores políticos. Un organismo dirigido a darle apoyo a la oposición interna sin tratar de influir en sus decisiones”; que reconozca y ratifique que “la democracia cubana solo es posible ser rescatada por el accionar de los cubanos, enfrentados directamente, cuerpo a cuerpo y sin el empleo de la violencia, con el régimen del Partido Comunista de Cuba”; que se ciña “al apoyo, colaboración, asesoramiento y asistencia económica a la resistencia interna, sin pretender interferir, influir en o manipular la conducción de las actividades de resistencia que se aplican al interior de Cuba”; que su deber como activismo organizado, sea “compartir información útil y dar apoyo económico a los que se decidan a lanzar el reto político en Cuba”.

Esto se lo debemos a Cuba y debemos cumplírselo.

LAS MANOS LIBRES DE LA DICTADURA

Hubo un 11 de julio, matizado por grandes manifestaciones populares de reclamos espontáneas. Todo el exilio miamense saltaba de alegría y contento, otros estaban exponiendo el pellejo por lo que la mayoría bulliciosa de Miami no hicieron en Cuba. Sin embargo, la alegría era emotiva, se veía el principio del fin de la dictadura; aunque se perdía de vista que las acciones espontáneas nada por ellas mismas consiguen; porque son eso precisamente. Chispazos espontáneos sin objetivos precisos, sin organización. El régimen no se conmocionó, reaccionó llevando a prisión a centenares de los manifestantes, es que la dictadura controla el sistema judicial, los jueces y fiscales obedecen sumisamente los mandatos de los jerarcas del gobierno usurpador como representantes del poder del Partido Comunista.

Hubo luego un intento ideal, imaginario, mal concebido, de una marcha cívica, a celebrar el 15 de noviembre, sin calcular que el régimen del PCC tiene las manos libres para impedir cualquier otra manifestación de desfiles o de marchas de protestas convocadas públicamente. El chasco de la plataforma digital Archipiélago generó prácticamente su desaparición como opción que no llegó a cuajar como organización de movimiento político. La pretendida aspirado Marcha Cívica, con independencia de haberse convocado públicamente, de hecho, se dejaba a la espontaneidad, dado que no existía un centro de dirección y control in situ. Un proyecto civilista de reclamo a un sistema totalmente reacio al civilismo.

Antes hubo un esfuerzo contestatario basado en la celebración de performances contestatarios, impulsado por una minúscula organización integrada principalmente por artistas populares marginales. En ese contexto, una nueva manifestación, básicamente espontánea reunió ante las puertas del Ministerio de Cultura una sentada de alrededor de 300 artistas e intelectuales, en su mayoría jóvenes. Pretendían un llamado al diálogo con un gobierno que solo habla en primera persona para promover reformas cívicas. La iniciativa del 27 de noviembre del 2020 pudo generar la creación de un movimiento político que quedó frustrado tras el fracaso de Archipiélago.

En todo este tiempo funcionaba, con base en el oriente de la isla, una organización, que aseguraba contar con miles de seguidores, la Unión Patriótica Cubana (UNPACU); algo así como una coalición de pequeñas organizaciones disidentes que apenas tienen representatividad, y toda esa coalición nucleada en torno a la dirección de un nuevo máximo líder.

UNPACU contaba con el apoyo de las organizaciones ultraderechistas del exilio miamense

UNPACU hacía denuncias, hacía declaraciones, hacía labor de caridad cristiana; declaraba su apoyo moral al Movimiento San Isidro, al Movimiento 27 de Noviembre y a la plataforma de Archipiélago; pero todo eso no basta para hacer la oposición política al gobierno del PCC. Después del 15 de noviembre de 2021, UNPACU quedaba muda. Su máximo dirigente había sido detenido y puesto en prisión y no contaba con un liderazgo alternativo y mucho menos un liderazgo horizontal que supliera la ausencia del principal dirigente de la organización.

También muy vinculada a las estructuras de UNPACU se formalizó una nueva organización denominada Consejo para la Transición Democrática en Cuba, encargada de hacer propuestas muy sesudas de reformas económicas, de mercado libre y de compensaciones por las confiscaciones que el denominado Gobierno Revolucionario llevó a cabo durante los primeros años de la década de los 60. Un conjunto de propuestas sin capacidad para movilizar a las masas populares; y hasta ha aparecido otra novísima organización empeñada en promover reformas civilistas sin recurrir a la desobediencia civil y a la no cooperación, D Frente.

Sin embargo, parece ser que, lo que queda de disidencia interna en Cuba, carece del suficiente olfato político para captar donde se producirán las explosiones de descontento, como las últimas que se ha estado presentando en algunas regiones del país. Es el pueblo actuando sin buscar a la oposición, cuando debiera ser la oposición buscando al pueblo.

Esta búsqueda constante de diálogos cívicos, de propuestas de reformas sin presionar al régimen, es inacción, es dejarle manos libres a la dictadura, al mismo demonio.       

¿ESTA DERROTADO EL REGIMEN DEL PCC?

La comentarista de Diario de Cuba, Rafaela Cruz, se formula la siguiente pregunta, con la cual intitula su último artículo: “¿Cómo puede el régimen cubano resurgir cuando parece derrotado?” Refiriéndose a las puntuales manifestaciones últimamente ocurridas en Cuba por causa de los apagones, ella anota: “En algunos meses, los apagones habrán cesado y la maquinaria propagandista del régimen sacará pecho ante otra supuesta ‘victoria frente al bloqueo imperialista’, y hará mofa de aquellos que dieron por muerta a la Revolución. Así pasó con la fiebre porcina, el dengue hemorrágico y con cada ciclón desde el Flora y, en general, así ha sucedido cada vez que el Gobierno logra contener alguno de los recurrentes agravamientos de la crisis comenzada el 1º de enero de 1959”; y tiene razón al decir esto.

Sí, tal como ella afirma, el Gobierno (yo mejor diría, el Partido Comunista de Cuba) manteniendo su control estricto sobre los medios masivos de comunicación es capaz de confiscar la verdad y ofrecer el sustitutivo de una “edulcorada versión propia” de los hechos, para, de manera retórica, presentar las derrotas como victorias. Señala acertadamente Cruz que, “la economía centralizada le permite [al Gobierno] acceso irrestricto a todos los bienes” y “concentrar recursos económicos en aquello que, puntualmente, necesite resolver, aun a costa de que, a largo plazo, el remedio sea peor que la enfermedad”. 

Así lo ha estado haciendo el régimen desde 1959 para sobrevivir y lo seguirá haciendo, sin abandono del recurso represivo, ante las esporádicas y espontáneas manifestaciones de protesta populares, por los ilimitados apagones y por el desabastecimiento de los productos básicos alimentarios.

Rafaela Cruz concluye su artículo con un muy interesante y sugestivo, párrafo; que me ha motivado redactar las siguientes líneas. Expresa Cruz: “Así, cuando la propaganda estatal esté celebrando la superación de la crisis energética como otro gran trofeo, y el desaliento cunda entre las filas opositoras que, atónitas, sentirán que el día anhelado se escabulle una vez más, recordemos que el Gobierno, como el general Pirro ante sus huestes, sabrá que ‘otra victoria como ésta, y estará vencido’".

Es importante destacar la referencia que Cruz hace sobre las atónitas filas opositoras, sintiendo “que el día anhelado se escabulle una vez más”; y seguirá así, y continuarán viendo cómo, a pesar de las esporádicas protestas espontáneas, el régimen del PCC, no está derrotado, y ni siquiera se encuentra en una subjetiva fase terminal.

Antes del 11 de julio de 2021, la disidencia interna y el bullicioso exilio de Miami se quejaban de que el pueblo no salía a tomar las calles para protestar en contra de la opresión de la dictadura. Desde Miami se acostumbraba a calificar al pueblo cubano como cobarde, acomodado, parasitando de las remesas y las recargas de celulares; ahora, en cambio, esperan que el pueblo les haga su trabajo y derroque al sistema, que dé tal sacudida, para que ellos, los miembros de la disidencia interna y los personeros del exilio se arrojen en masa sobre los despojos del gobierno comunista.

Sin organización ni plan ni liderazgo se puede alcanzar la victoria sobre un régimen totalitario. Estas tres condiciones deben presentarse simultáneamente. Existe el descontento generalizado, pero no se puede dejar que este se enfríe, hay que hacer agitación política continuamente, apoyar las protestas con agitadores políticos que alienten su continuidad, y de los reclamos puramente economicistas se pase a los políticos. Ahora, no es momento de esperar por la reacción de reclamos del pueblo; lo de ahora es dirigir a los descontentos, movilizarlos, organizarlos en un objetivo común. El pueblo está presente, está reaccionando, aunque de manera desorganizada y espontánea.

Ya nos encontramos en el punto de inflexión; en ese punto donde ya las condiciones objetivas no están dislocadas de las condiciones subjetivas que plantean la necesidad del cambio. Se está perdiendo el miedo, y se requiere aprovechar este instante para impulsar la agenda política de la disidencia convertida en realidad opositora; en realidad de resistencia y enfrentamiento a la dictadura por medios esencialmente de carácter noviolento.

La oposición política no puede asumir una posición expectante quedándose a la espera de lo que pudiera suceder, tiene que actuar y colocarse a la cabeza de las manifestaciones de protestas. Ya es momento para que la oposición, o una determinada organización disidente, elabore un plan estratégico de lucha, objetivo, ajustado a las realidades, que centralice la conducción de la resistencia y estimule el liderazgo horizontal; un proyecto con fines bien definidos y claramente expuestos. Hay que entender que no se trata solo de hacer caer a un gobierno dictatorial sino de provocar la derogación de un sistema, de la transformación de la estructura actual del Estado totalitario.

Si estos principios no se acometen, seguiremos viendo como ese día anhelado, como lo ve Rafaela Cruz, se nos escabulle una vez más.
